Worker accommodation with meals in Riyadh means one contract that covers a licensed bed, three meals a day, laundry, cleaning and usually transport to site. This guide explains what the 2026 group housing rules require, where Riyadh crews are typically housed, how the meals side works and what drives the price per person per day.
The short answer is a furnished, licensed bed space plus full board, run by one operator under one monthly invoice.
In practice a complete package in Riyadh normally covers the items below, and buyers should see each one written into the scope rather than assumed.
In September 2026 the Ministry of Municipalities and Housing approved updated health, technical and safety requirements for collective housing, and licensed facilities were given up to a year to bring themselves into line.
The rules apply to residential buildings, walled residential complexes and mobile cabins on project sites, and several of them bear directly on a meals contract.
Requirement | What it means for your contract |
|---|---|
Bedroom space | At least 4 square metres per person and no more than 10 residents per room. |
Meals | A central kitchen or a meal service must be provided. |
Dining and rest | A common room for resting and dining of at least 0.7 square metres per person. |
Bedrooms | No cooking or laundry appliances in bedrooms. |
Laundry | A dedicated laundry room or a laundry service. |
Supervision | A full-time Saudi supervisor for the facility. |
Licensing | Civil Defence approval and an approved evacuation plan before an operating licence is issued. |
Separately, a national compliance drive announced in March 2026 asks establishments with 20 or more workers to regularise their housing, either by licensing it through Balady or by contracting a licensed housing provider.
The second route is the reason many Riyadh contractors now buy beds and meals as a service instead of renting a villa and hiring a cook.

Riyadh is a wide city, and the location of the beds decides how long your crew spends on a bus before and after every shift.
Much of the industrial demand sits in the south-east, around the Second Industrial City, which runs along the Al Kharj Road within the Al Sulay sub-municipality and is overseen by MODON.
Housing in the same corridor keeps commutes short for factory, warehouse and maintenance crews, while crews on projects in the north or west of the city are usually better served by beds closer to those sites, even at a higher rate.
Before you compare offers, map the route from the accommodation to the site at the real shift start time, not at midday, and ask the provider how long the bus actually takes.
Ask for the accommodation’s licence and Civil Defence approval in writing before you pay a deposit, and check that the licensed capacity covers your headcount.
A building that is licensed for fewer beds than you need is a compliance risk for you as well as for the operator.
Most contracts follow the same daily rhythm: breakfast before the bus leaves, lunch delivered to site, and dinner at the accommodation after the shift.
The details that separate a good caterer from a poor one are the menu cycle, how food is kept hot or cold on the way to site, and how quickly the kitchen adapts to a new shift pattern.
Menus should reflect the nationalities in your crew, with rice, bread, lentils, vegetables and a protein every day, and should change on a cycle so that the same dish does not return every few days.
During Ramadan the pattern shifts to iftar and suhoor, and the kitchen plan should say so in advance.
Every food handler in the kitchen needs a valid municipal health certificate, issued through the Balady platform after a medical examination and valid for one year.
Ask to see those certificates and the caterer’s food safety system, such as ISO 22000, before the first meal is served.

Yes, and it is one of the most common requests we receive from Riyadh.
In recent weeks buyers have asked for beds with meals for a dozen people for two weeks, for around 25 people for three months, and for 30 workers for a full year.
Short stays are possible, but they change the commercial picture, so expect the following differences.
For 12 months or more, ask for a dedicated block or floor, a fixed monthly rate and a written service level for meals, cleaning and maintenance.
Prices vary widely across Riyadh, so it is more useful to understand the factors than to compare a single headline number.
Cost factor | Why it moves the price |
|---|---|
Room occupancy | Fewer people per room means more space per person and a higher rate per bed. |
Location | Beds near the city centre or northern districts cost more than beds in industrial areas. |
Meal plan | Three meals with site delivery cost more than breakfast and dinner only. |
Contract length | Longer terms spread set-up costs and usually lower the daily rate. |
Transport | Distance, the number of trips per day and bus size all add to the cost. |
Services | Laundry frequency, internet access, cleaning standards and security staffing are all priced in. |
Compliance | A fully licensed building with a Saudi supervisor costs more than an unlicensed villa, and the gap is the price of avoiding violations. |
BICC (Basr International Contracting Co.) does not run its own camp in Riyadh.
For Riyadh clients we source suitable buildings, take care of the licensing, and operate the accommodation for the term of the contract, with meals, laundry, cleaning, maintenance, security and transport under one agreement.
Our catering follows ISO 22000, and the same team runs our own camps in Jubail, Jeddah and Yanbu.
If you also need workers, we can second Ajeer manpower under our Platinum Nitaqat sponsorship.

Yes. The updated rules approved in 2026 require either a central kitchen or a meal service, plus a shared room for resting and dining.
No more than 10, and each person needs at least 4 square metres of bedroom space.
Usually yes, in rooms within a shared licensed building. The daily rate is normally higher than for a long contract.
Contracting a licensed housing provider is one of the two routes the 2026 compliance drive recognises, so you do not need to license a building yourself.
In most Riyadh contracts, yes. Lunch is packed in insulated containers and delivered at an agreed time, or served in a site canteen.
