Labour accommodation in Jeddah with meals means a licensed bed, three meals a day, laundry, cleaning and bus transport to site, all under one contract and one monthly invoice. This guide explains what the group housing rules require, where Jeddah crews are usually housed, how meals work in a hot coastal city, and what to check before you commit 200 or 500 workers to a provider.
The short answer is a bed in a licensed collective housing facility, full board from an ISO 22000 kitchen, and the daily services that keep a crew clean, rested and on time for the bus.
In Jeddah the package should be written into the scope line by line, because the city’s heat, humidity and distances make the details matter more than they do inland.
The same national rules apply in Jeddah as in every other Saudi city, and since September 2025 establishments have been required to house their workers in licensed collective housing.
By June 2026 the Ministry of Municipalities and Housing reported more than 1,360 collective housing licences issued through the Balady platform, with capacity for around one million residents.
The updated health, technical and safety requirements cover residential buildings of up to 23 metres, fenced residential complexes and mobile cabins on project sites, and licensed facilities were given up to a year to comply.
Requirement | What it means for your Jeddah contract |
|---|---|
Bedroom space | At least 4 square metres per person and no more than 10 residents per room. |
Bathrooms | At least one bathroom with a toilet, sink and shower for every 8 residents. |
Meals | A central kitchen or a meal service must be provided. |
Dining and rest | A shared room for resting and dining of at least 0.7 square metres per person. |
Bedrooms | No cooking or washing machines in bedrooms, so laundry must be a room or a service. |
Supervision | A full-time Saudi supervisor with access to all facilities and knowledge of the emergency procedures. |
Fire safety | Civil Defence approval before the operating licence, an approved evacuation plan, extinguishers no more than 23 metres apart and exit signs that stay lit for 90 minutes in a power cut. |
Separately, a compliance drive announced in March 2026 asks establishments with 20 or more workers to regularise their housing, and warns that unresolved violations can lead to the suspension of certain government services.
A Balady licence is valid for one year, so for a contract longer than that you should ask how and when the provider renews it.

Jeddah is a long coastal city, so the location of the beds decides whether your crew spends 20 minutes or 90 minutes on a bus each way.
Industrial demand is concentrated in the south of the governorate, where MODON runs three industrial cities.
Crews working in these zones or around the port are best housed in the south, where most licensed collective housing already sits.
Construction demand is different, because the large projects are in the centre and the north: Jeddah Central covers more than 5.7 million square metres on the waterfront, with an opera house, a museum, a stadium, an oceanarium, around 17,000 homes and more than 2,700 hotel rooms planned.
Crews on those projects, on the airport corridor or in districts such as Briman and Obhur in the north should be housed on the same side of the city, even at a higher rate per bed, because a southern camp adds two long bus journeys to every working day.
The ministry’s published collective housing conditions also set location rules: a site must be at least 300 metres from schools and hospitals, away from workplaces that emit dust or fumes, and for worker camps no more than 40 kilometres from the main urban area.
Ask the provider for the licence number and the licensed capacity of the exact building your crew will use, then check the bus route from that building to your gate at the real shift start time.
In Jeddah the difference between a camp in the south and one in the north is often more than an hour a day per worker.
Most Jeddah contracts follow one rhythm: breakfast before the bus leaves, lunch delivered to the site in insulated containers, and dinner at the accommodation after the shift.
Jeddah’s heat and humidity make the cold chain the most important detail in the kitchen plan, so ask how food is kept hot or cold between the kitchen and the site, how long it waits before serving, and who checks temperatures on arrival.
Menus should match the nationalities in your crew, with rice, bread, lentils, vegetables and a protein every day, and should rotate on a cycle long enough that the same dish does not come back every few days.
During Ramadan the kitchen switches to iftar and suhoor, and during the Hajj season roads around the city and towards Makkah are busier, so delivery windows need to be agreed early.
Every food handler needs a municipal health certificate issued through Balady after a medical examination, valid for one year and renewable up to 60 days before it expires.
Ask for those certificates and for the caterer’s food safety system, such as ISO 22000, before the first meal is served.

Large requests are normal in Jeddah: in the last week alone buyers asked BICC for beds with meals for 200 workers and for 500 workers on a project in the north of the city.
Headcounts of this size change the picture in four ways.
A provider with its own camp in Jeddah can usually move faster, because the licence, kitchen and supervisor are already in place and only the rooms and bus plan need to be allocated.
If the crew is spread between Jeddah and a site outside the city, ask for one contract that covers both locations, so that meal counts and headcounts move with the workers.
Rates vary widely across the city, so it is more useful to understand the factors than to compare a single headline number.
Cost factor | Why it moves the price |
|---|---|
Room occupancy | Fewer people per room means more space per person and a higher rate per bed. |
Location | Beds in the centre and north cost more than beds near the southern industrial cities. |
Meal plan | Three meals with site delivery cost more than breakfast and dinner only. |
Contract length | Longer terms spread set-up costs and usually lower the daily rate. |
Headcount and phasing | Large, steady headcounts earn better rates than small groups that arrive and leave in waves. |
Transport | Distance, number of trips per day and bus size all add to the cost. |
Cooling and power | Air conditioning in a coastal climate is a large part of the running cost, and so is standby power. |
Compliance | A licensed building with a Saudi supervisor costs more than an unlicensed villa, and the gap is the price of avoiding violations. |
BICC (Basr International Contracting Co.) runs its own camp in Jeddah, with a licensed facility, an ISO 22000 kitchen and a resident team already in place.
For crews that need to be closer to a site elsewhere in the city, we source suitable buildings, take care of the licensing and operate the accommodation for the term of the contract.
Meals, laundry, cleaning, maintenance, security and transport come under one agreement, with one monthly invoice and one point of contact.
If you also need workers, we can second Ajeer manpower under our Platinum Nitaqat sponsorship.
Send your headcount, dates and site location, and you will have a plan and quotation within 48 hours.
